The office of Principal Controller of Communication Accounts, Delhi Circle, Delhi was created on 1st October 2000, as a field unit of the Department of Telecommunications, Ministry of Communications and IT, Government of India with the sole objective to address the issues of settlement of pensionary benefits and maintenance of GPF accounts of employees of BSNL/DOT and settlement of Accounts between DOT and BSNL as well as recovery of LSPC from BSNL in respect of deemed/absorbed employees and maintenance of records thereof.   However, with the changing times this office has been witness to phenomenal change in its functioning.    It has emerged as a multifunctional field formation of Department of Telecommunications.  In addition to its mandate of disbursing retirement benefits including GPF to retired employees of BSNL/DOT, this office has been  entrusted to perform multifarious functions viz. verification of deductions claimed by various service providers so as to arrive at correct AGR and to collect License Fee accordingly, collection of spectrum charges from operators, calculation of FBG amount and maintenance of FBG and PBG, strengthening rural telecom network by verifying VPTs/RDELs, mobile towers/BTSs subsidized by the USOF and disbursing subsidy thereof and representing DOT in Supreme Court, High Courts, CATs and other lower courts/forums.   This office also acts as an arbitrator for MTNL cases.  The office of Pr. CCA acts as a Regional Monitoring Cell for 7 CCA offices of the Northern Zone and has been entrusted with their Internal Audit of CCA Offices of Northern Zone apart from Office of the LSA (TERM CELL), TEC, WMO, RLO, NHRQ and IMS.  The office has also assumed the role of PDA i.e. Pension Disbursing Authority for the pensioners of MTNL and will shortly do the same for BSNL retirees also.  In brief, institution of Pr. CCA is now the interface between DoT/Government of India and its multi-functions.
