Revenue Components and Percentages

Pr.CCA/ CCA circles are vested with the responsibility of collecting license fee and spectrum charges from the various telecom service providers. In fact license fee and spectrum charges constitute two critical components of the revenue management of the Pr.CCA/CCA circles. License fees is collected as a percentage of AGR @ 8% and 1% for UASL/Basic/Cellular/NLD/ILD/ISP-IT/IP-II/ PMRTS and MNP services respectively.  Spectrum Charges are collected as a certain percentage of AGR depending upon the technology – GSM or CDMA – which depend on the main radio spectrum allocations to each operator.  In addition, a varying fixed percentage is collected for micro wave/ backbone access charges depending upon the number of carriers used by each operator.

There are 336 Licensees providing telecom services under the jurisdiction of Pr. CCA, Delhi Region as on 31.03.2018. The Pr. CCA Office, Delhi Region is vested with the powers to collect the license fee from each licensee within the due period at the rates prescribed under the terms & conditions of License Agreement and orders issued by DoT from time to time.  Besides collection of scheduled quarterly License Fee and Spectrum Charges, this office is also entrusted with the work of carrying out Annual Assessment of License Fee in respect of ISP-IT, NLD, ILD, Commercial VSAT, PMRTS, CMRTS, CUG VSAT, IP-II, MNP ,UL & UL VNO etc.services and Spectrum Usage Charges in respect of UASL & Comm-VSAT operators.  Therefore, this office is also carrying out the assessment of License Fee & Spectrum Usage Charges and demand notices have been issued to the licensees.  Total revenue collection during the financial year 2017-18 was Rs. 3731.12crores.
