CIRCULAR

Subject: Engagement of Consultants on temporary contract basis in the O/o the Pr. CCA, Kolkata.

                The office of Pr. CCA, Kolkata intends to engage retired personnel of accounts cadre on short term contract basis for handling the work of IDA/CDA Pension & Pension revision, Pension Vouching Audit & Pension Disbursement in DoT, Internal Audit, Establishment, & Administration, RMC & disposal of RTI & Legal cases, PFMS, COMPACT, Cash management, EIS, Accounting adjustment, BRS, IT upload, Revenue Management(LF & SUC) etc. Candidates having in depth knowledge and working experience in the above mentioned fields may apply. Details are given below.

Initial contract would be for a period of 06 (six) months extendable for further period as may be decided by the Department.

Termination of Contract

The short term contract can be terminated any time as per the order of the competent authority.

Eligibility

Retired DoT & DoP and BSNL officials, well acquainted with the functioning of the central government departments and having exposure to IDA/CDA Pension & Pension revision, Pension Vouching Audit & Pension Disbursement in DoT, Internal Audit, Establishment, & Administration, RMC & disposal of RTI & Legal cases PFMS, COMPACT, Cash management, EIS, Accounting adjustment, BRS, IT upload, Revenue Management (LF&SUC), having good computer & IT expertise. Persons having good communication and interpersonal skills with a strong flair for in depth computer knowledge shall be given preference.

  • Candidates should have Vigilance clearance certificate from the office they last served.

Remuneration

per

month

Difference between last pay drawn (as per 7th CPC) by the retired official and basic pension.  No increment or allowance is admissible except fixed monthly transport allowance limited to the entitlement at the time of retirement. Payment will be made on monthly basis. However, retired employees engaged as consultants may be allowed TA/DA on official tour, if any, as per their entitlement at the time of retirement, if agreed by the competent authority of the department.

Age Limit

On the last date of application, candidate should not  be more than 64years and 6 months of age.

8.

Confidentiality of data & documents

The data collected/ procured as well as the deliverables produced for the O/o. Pr.CCA, Kolkata, shall remain with this office. No one shall utilize or publish or disclose or part with, to a third party, any part of the data or statistics or proceedings or information collected for the purpose of this assignment or during the course of the assignment from the O/o. Pr.CCA, Kolkata, without the express written consent of this office. The consultant shall be bound to hand-over the entire set of records of assignment to this office before the expiry of the contract and before the final payment is released by this office.

9.

Conflict of interest

The consultant engaged by the O/o. Pr.CCA, Kolkata, shall in no case represent or give opinion or advice to others in any matter which is adverse to the interest of the Department.

The above said engagement is purely on temporary and on contract basis. The selected candidate will be governed by the provisions of the guidelines for engagement of consultants in DoT as amended from time to time.
