Telecommunications, a vital infrastructure for development of the country was taken as a priority sector by the Government. With effect from 1st October, 2000, the incumbent government operator Department of Telecom Services and Department of Telecom Operations were constituted as a company under the Indian Companies Act, 1956 christened Bharat Sanchar Nigam Limited (BSNL) covering operations in the entire country except in Mumbai and Delhi Service Areas where the telecom operations were already transferred to a company, the Mahanagar Telephone Nigam Limited in 1986.  

 The offices of the Controller of Communication Accounts (erstwhile DoT Cells) were created as a vital link between the Government, which after formation of BSNL had shrunk as a Department of Telecom at the Ministry level only, and its various field units and stakeholders.

The office of the Controller of Communication Accounts (CCA), H.P. Telecom Circle is one of such units functioning as a critical professional interface between Department of Telecommunications (DoT) Head Quarters and its various stakeholders at the ground level on various policy issues such as management of license fee, spectrum charges, USO Fund, claims of BSNL staff e.g. GPF, Pensions to name a few.

It is a great moment for CCA, H.P.,  Shimla to launch its website  under centralized CGCA website for the benefit of various stakeholders, Pensioners, GPF Subscribers- DoT/BSNL and public at large. It is time that digitization become a mass movement with the active participation of people across the country.
