Since its  formation from 1st October 2000, the office of Controller of Communication Accounts, Rajasthan Circle, Jaipur has gradually emerged as a multifunctional field formation of Department of Telecommunications. The Sole objective behind the creation of erstwhile DOT Cells (now O/o Controller of Communication Accounts) in Oct 2000 was to address the issues of settlement of pensionary benefits and maintenance of GPF accounts of about 10500 employees of BSNL/DOT and settlement of Accounts between DOT and BSNL as well as recovery of LSPC from BSNL in respect of deemed/absorbed employees and maintenance of records thereof. Thus, the inception of CCA offices was for the noble cause of addressing the grievances and fulfilling the aspirations of retired personnel of DOT/BSNL and their families.

The work profile of this office has witnessed a sea change during the past 18 years. With the passage of time, the humble beginning initiated in Oct 2000 to serve the retired employees of BSNL/DOT has gathered momentum and now in addition to the initial mandate for disbursing retirement benefits including GPF to retired employees of BSNL/DOT, this office has been  entrusted to perform multifarious functions viz. verification of deductions claimed by various service providers so as to arrive at correct AGR and to collect License Fee accordingly, collection of spectrum charges from operators, calculation of FBG amount and maintenance of FBG and PBG, strengthening rural telecom network by verifying VPTs/RDELs, mobile towers/BTSs funded by the USOF and disbursing subsidy thereof and representing DOT in Supreme Court, High Courts, CATs and other lower courts/forums. In brief, institution of CCA is now the most prominent visible face of Department of Telecom, Govt. of India at the field level.
