The Government of India, under the leadership of the Hon’ble Prime Minister, is advancing the vision of “Minimum Government, Maximum Governance” by promoting transparent, paperless and technology-driven public services. In this framework, the office of the Controller General of Communication Accounts (CGCA) plays a pivotal role in supporting the Department of Telecommunications (DoT) in its transformation into a policy-focused and digitally empowered organisation.

Established as a top-level position in the IP&T AFS cadre, the CGCA oversees and coordinates the functioning of 28 field units across the country, besides being responsible for internal audit and management of Group ‘C’ cadre.

Our responsibilities also include monitoring of assessment, collection, accounting, and securitization of the revenue share payable to the Government of India (GoI) from 2427 telecom licenses Authorisations, and management of 8828.70 Crore Bank Guarantees. These efforts have enabled the Department of Telecommunications (DoT) to emerge as a major contributor to the non-tax revenue of the Government of India, with total telecom revenue collection amounting to Rs.36,138 Cr in License Fee, Rs.8,537 Cr. in Spectrum Usage Charges and Rs 1,44,407 Cr in Spectrum Auction related revenue in F.Y 2025- 26.

In addition, O/o CGCA monitors implementation of DBN schemes, with a committed liability of ₹1.86 lakh crore and serves as the Paying Authority for the ‘BNU FTTH Utilization Scheme’, driving its ambitious goal of providing 1.5 crore rural households with fibre-to-the-home connections.

One of the key priorities of the CGCA office is the disbursement of retirement benefits in the form of telecom pension to approximately 5 lakh pensioners of the Department of Telecommunications (DoT), BSNL, MTNL and VSNL. The disbursement is carried out through the online pension processing system, SAMPANN, and this number is expected to increase significantly in the coming years. Through digital reforms, streamlined processes and enhanced monitoring, we continue to address long-standing challenges relating to delays, manual interfaces, reconciliation and grievance redressal.

Going forward, the CGCA remains committed to strengthening the adoption of technology, improving service delivery and ensuring accountability across all financial and administrative functions. Through sustained efforts and collaboration, we aim to support the mission of effective governance in the Department of Telecommunications and contribute to India’s rapidly evolving telecommunications landscape.
