Statement of Pension Adalat
The Nation-wide Pension Adalat was observed at CCA, Odisha on 23-08-2019. There was no prior receipt of grievance
cases at this office. However, on spot, this office received around 10 pension grievance cases. Further there was discussions
on the cases raised by Pensioners’ Association as well as individual pensioners. This office requested for written submission
of those cases at the earliest. The Summary of the cases received on spot and discussion on the cases / issues raised by the
Pensioners’ Association and individual pensioners are as under.

Pensioner died on 15.10.2001 and Family Pensioner died on 06.12.2015. Divorced daughter has applied for family pension. Service Book of the pensioner not traceable at GMTD, Rourkela. As per Rules the Service Book is the most vital document/record for settlement/ payment of pensionary benefits and in absence of the same this office is not in a position to proceed further. There is provision of preparation of Duplicate Service Books on the basis of records. After receipt of Service Book/Duplicate Service Book immediate action will be taken by this office for settlement of family pension. |

Non-receipt of the copy of PPO (Pensioner’s half) – |
This office, CCA Odisha issues two copies of PPO. As per Rules, both the halves i.e. Pensioner’s half and Disburser’s half are to be forwarded to the PDA (Bank/PO) to handover the pensioner’s half to the pensioner on proper identification at the time of making first payment. As the pensioner is in receipt of regular pension, the PPO has been received by SBI Arunodoya Market Branch. The pensioner should obtain this from Bank and if fails he should approach its next higher authority. However, if the pensioner gives written representation, this office will certainly take up the matter with the Bank Authorities for early settlement. |

Supply of Copy of Service Book of the pensioners by CCA, Odisha |
There is no such rule regarding supply of copy of Servie Book to pensioners. However, as the Service Book is one vital record and every pensioner desires to keep the same, the Pensioner Welfare Association may take up the matter with appropriate authority for making provision/rule so that the same can be supplied to the pensioner. |

Provision of Loan to Pensioners by CCA Offices |
There is no such provision under the Rules. As per extant Rules, Govt. / CCA, Odisha can neither sanction any loan to pensioners nor give any security for this purposes. Bank may grant loan to the Account holders/ pensioners on fulfillment of requirements for that purpose.

Setting up of Centralized Pension Grievance Redressal System in the office of CCA Odisha, Bhubaneswar. |
Due to acute shortage of manpower, it is not possible to set up separate Centralized Pension Grievance Redressal Branch and spare any official for this purpose. All Pension related grievance received by this office through post/in person/PG portal and even on Telephone are being attended. However, special care will be taken for prompt disposal of pension related grievances. |

Dispatch of pensionary benefit related correspondences by Registered Post in order to avoid missing/delay in receipt by the pensioner. |
At present all the PPOs and other sanction orders meant for the disbursing offices are being sent by Registered Post. However, this will be looked into and henceforth every pensionary benefit related correspondences meant for pensioners will be dispatched through Speed Post. |

Delay in settlement / payment of Family Pension at Disbursing (Bank/PO) end. |
It is being delayed at Bank end. It is advisable to open Joint Account in the name of spouse so that payment of pension to the eligible family member/spouse will be made simply on production of LC and Aadhar at the banks and there will be no delay in payment of Family Pension. |
