On corporatization of the Department of Telecom Operations and the Department of Telecom Services on 1st October 2000 under Indian Company’s Act, 1956 the erstwhile Telecom Accounts Section of the Telecom Circles in the Department of Telecommunications emerged as DoT Cells. The nomenclature of the DoT Cell was changed to Office of Controller of Communications Accounts by the Gazette Notification dated 9th March 2002. Initially, the Offices of Controller of Communications Accounts were created to ensure presence of Government for settlement of retirement benefits like pension, commutation of pension, DCRG and also for maintenance of GPF accounts of the BSNL employees.  

The Office of Controller of Communications Accounts, Odisha was established on 1st October 2000 and functions in the Bhubaneswar. Over the twenty years of existence, the Office of Controller of Communication Accounts has emerged as a focused organizational set up translating the various Government assurances into definitive actions. It has gathered momentum and this office have been entrusted to perform multifarious functions viz. License Fee assessment and calculation, License Fee collection, Scrutiny of Documents & Verification of deductions, collection of Spectrum Usage Charges from operators, calculation and maintenance of Financial Bank Guarantees and Performance Bank Guarantees under the policy of ‘Telecom Reforms 2021’, verification and disbursing of USOF subsidy. After implementation of SAMPANN in the Department of Telecommunications, the office of CCA also shoulders the onus of Pension Disbursement directly to the retired employees of DoT and BSNL. Thus, the office of Controller of Communications Accounts plays a vital interface between the Government and its various stake holders at the field level on various policy issues.

Revenue (License Fee & Spectrum Usage Charges)

Collection of NonTax Revenue in the form of License Fee (LF) and Spectrum Usages Charges (SUC) from Telecom Service Providers (TSPs) and Internet Service Providers (ISPs) operating in the state of Odisha. Scrutinizing revenue related documents provided by TSPs to calm deductions from gross revenue and preparing Deduction Verification Report (DVR). Assessments for License Fee (LF) and Spectrum Usages Charges (SUC) in respect of ISPs & TSPs and issuing demand notices. Managing Bank Guarantees (Performance Bank Guarantees and Financial Bank Guarantees) for securitization of LF & SUC dues of the Licensees.

 Digital Bharat Nidhi (DBN)

DBN aims to provide access to "mobile services, broadband connectivity and ICT infrastructure creation " to the people in underserved rural, remote and urban areas at affordable and reasonable prices in a non-discriminatory manner thereby bridging the rural-urban digital divide. DBN (then USOF) was set up by an Act of Parliament in December 2003 by amending the Indian Telegraph Act, 1885.

The work performed by this office are

     (a)  Monitoring implementation of DBN funded Telecom projects in the Odisha.

  (b) Processing, scrutiny, verification and settlement/disbursement of subsidy claims of DBN funded Telecom projects to the concerned Universal Service Provider (USP) on the basis of terms and conditions laid down in the Agreement.

     (c)  Facilitating communication between the DBN, USP and Third Party Auditors on various issues.

Pension

Pension is fund into which amounts @ 50% of the last pay drawn are paid regularly to the government employees while they relinquish from service due to superannuation, invalidation, voluntary retirement or under FR56 (j). Pension payments made is to support the employees after his retirement from work. It also supports the family in the shape of Family Pension paid to the spouse and other family members @ 30% of last pay drawn. The continuance of pension is subject to the future good conduct.

CCA office is taking care of the pension/family pension of DoT employees and absorbed DoT employees in BSNL as well. It acts  as a disbursing authority as well as  authorisation of pension/family pension. It also authorises all the retirement benefits like gratuity, commutation etc. In addition, it also authorises  fixed Medical allowance to the pensioner who are residing outside the CGHS area. Besides, it also maintains the records like service books, pension files and disburse portion of PPO received from Banks/post offices.

 CCA, Odisha is catering 7756 number of pensioners. Out of which 6480 pensioners are Live pensioner, 1275 ceased pensioners.  There are 2143 family pensioner out of 7756 pensioners.    

Introduction of SAMPANN, a single window for processing, sanctioning, authorisation and payment of pension . Further to this, acknowledging the lack of institutional knowledge. It is an online grievances mechanism  to resolve the pension related grievances of the pensioners.

 Pension Disbursement Authority (PDA)

PDA section of CCA Odisha plays a vital role in timely payment of monthly pension to approximately 7757 DOT/BSNL pensioners through SAMPANN. In PDA section after receiving of pension cases in CPMS portal and physically also in the form of EPPO duly signed by the Accounts Officer (Pension), the Accounts Officer (PDA) allots the pension cases to DH (PDA) in CPMS portal. After payment of bills by PFMS section, PDA section generates monthly pension bills. Further the sactioned monthly bill is forwarded to cash section to disburse the pension to the retiree on PFMS software. The section also processes the gratuity and commutation bills. PDA section ensures quick obtaining of LC/DLC from pensioners/family pensioners by reminding them through SMS, letters, jeevan praman camps for timely submission of Life Certificate.

Pension Voucher Audit (PVA)

Pension Voucher Audit (PVA) means post checking of pension paid vouchers. It is an important function entrusted to the CCA offices to ensure that the pension authorized is correctly paid to the retiree/family pensioners. Any excess payment of pension made by the pension disbursing authorities is recovered and credited to the government account.

LSCP

Payments towards Leave Salary contribution and pension contribution and Pension contributions have been paid by the BSNL within the time frame in Bharat Kosh portal up to March 2025. Related Broad sheet has been updated up to March, 2025.

GPF

The GPF corpus stands to Rs 1,25,58,60,056/- relating to 449 individual account holders including CCA, TERM & WMS. The corpus is managed by the Office of CCA, Odisha. Annual statements of accounts for the year 2024-25 to eligible subscribers are issued on time. 

PAO

 1.  As per operationalization of revised new object heads under Rule 8 of DFPR 1978, this had allotted funds under MH3451 (Revenue expenditure) and MH5275 (Capital expenditure) by DoT (Hq). An amount of ₹78.10 lakh has been allotted under the Head ‘OE’ for the financial year 2024-25 to Office of CCA, Odisha vide DoT Hqrs letter No. 3- 3/2024-B/RE 2024-25/1185 dated 09.01.2025 .This office has expended most of the funds allotted in other heads of accounts  with active supervision and targeted to optimum utilization of funds allotted by the HQ.

 2. Income Tax for Salaried employees, Pensioners and Non-salaried peoples have been uploaded to its respective portal through on-line by this office within the stipulated timeframe.

 3. NPS subscription of three DDOs (CCA, LSA, WMS Odisha) has been paid to NSDL in its respective portal through on-line by this office within the stipulated timeframe.

 4. Financial statements (Monthly/Quarterly) have been submitted to Office of CGCA, New Delhi and DoT (Hq) from time to time.

 5. Delay payment of Interest of Rs.2,14,771/- has been paid by SBI due to active supervision of CCA, Odisha.

 6. Timely reconciliation of RBI Balances and compliance sent to DoT (Hq) .

 7. All Bills have been passed received from LSA, WMS along with office of CCA, Odisha.

Legal

Office of CCA, Odisha monitors and defends court cases in Tribunals and High Courts and other courts in the state of Odisha where Department of Telecommunications (DoT), Government of India or any of its’ authority is arrayed as a Respondent/Opposite party. Office of CCA, Odisha is constantly liaising with the empanelled Government Counsels in various courts of Odisha and defending the interest of DoT and Union of India in legal matters. All such cases are updated in Legal Information Management & Briefing System (LIMBS) portal.
